Als Wegbereiter kann dafür die Thüringer Black-Metal-Band Absurd nach der Haftentlassung ihrer Mitglieder wegen Totschlags ab 1998 gelten sowie das von einem Musiker der Gruppe gemeinsam mit seinem Bruder betriebene Label Darker Than Black (DTB), die zum ersten Kristallisationspunkt eines in Deutschland heranwachsenden neonazistischen Rands in diesem musikalischen Subgenre des Heavy Metal avanvierten.

Andererseits öffnete sich die Partei auch wieder verstärkt für neonazistische Gruppen. Generell lässt sich sagen, dass NPD und ‚Freie Nationalisten‘ sich teilweise wieder annäherten. Vor der Landtagswahl in Sachsen 2004 verstärkte sich die Zusammenarbeit zwischen Partei und Wulffs Teil des Kameradschaftsspektrums. Kurz vor dem Wahlerfolg in Sachsen traten Wulff und zwei weitere wichtige Führungskader der ‚Kameradschaften‘ in die NPD ein. Nach der Wahl proklamierte die NPD im Sinne ihres „Kampf um den organisierten Willen“ eine Volksfront von rechts, die nicht nur Absprachen zwischen NPD und DVU beinhaltete, sondern auch die FN einbinden sollte.

Mit den wachsenden Verkaufsaussichten drängten neue Plattenlabel auf den Markt, die von Angehörigen der Jugendkultur gegründet wurde. Im selben Zeitraum stieg zudem die Anzahl der Bandneugründungen und veranstalteten Konzerte zu. Die Austragungsorte lagen überwiegend in den neuen Bundesländern, die zu jener Zeit einen beinahe rechtsfreien Raum darstellten. Die für viele Polizisten der ehemaligen DDR noch neue rechtliche Lage brachte eine breite Verunsicherung mit sich, welche Handlungen noch als legal galten und ab welchem Punkt sie als Straftaten zu ahnden sind.
